If you look closely Gulf Cooperation Council (GCC) is undergoing a lot of reforms recently. Why? Because of the falling oil prices and sluggish economy and decreasing monetary reserve every year. UAE is dependent on oil too, Dubai was an exception since it relies on tourism and real estate more and that makes it unique to be the only GCC to not bring something like Saudization, Omanization to limit their migrant population.
